BEIJING http://www.cheapnhlcapitalsjerseys.com/John-Carlson/ , April 28 (Xinhua) -- The State Information Center (SIC), a government think tank, on Monday forecast China's economy to expand by around 7.4 percent in the second quarter, with notable downward pressure and rising financial risks.

In a report in Monday's China Securities Journal, the center http://www.cheapnhlcapitalsjerseys.com/Braden-Holtby/ , which is under the National Development and Reform Commission, said China's economic slowdown is mainly an outcome of government-led initiatives such as deepening reforms and economic restructuring.

"Growth remained within a proper range," the center said.

China's growth slowed to 7.4 percent in the first quarter, marking the lowest quarterly expansion rate since the third quarter of 2012.

The SIC predicted the economy will stay on a steady yet slightly downward track in the second quarter, as growth momentum remains sluggish amid slower income growth http://www.cheapnhlcapitalsjerseys.com/Andre-Burakovsky/ , easing investment and weak global recovery.

The center named risks from the property market, local government debt and overcapacity as major threats to financial stability.

After years of intense growth, China's red-hot housing market is showing increasing signs of cooling down. In some cities like Hangzhou and Shanghai, there have been reports of price cuts to promote sales.

"Market expectations change and radical adjustment in the sector may lead to systematic risks that will affect related industries and broader financial and economic stability," the center warned.

It advised the government to accelerate implementation of proactive fiscal policies and flexible use of prudent monetary policies.

When necessary http://www.cheapnhlcapitalsjerseys.com/Philipp-Grubauer/ , China should consider lowering the reserve requirement ratio for banks, the SIC said.

MEXICO CITY, Oct. 25 (Xinhua) -- The current renegotiation of NAFTA is facing "big red lights" due to controversial proposals made by the U.S., a Mexican participant in the talks said on Wednesday.

Moises Kalach, coordinator of international negotiations at Mexico's Business Coordination Council http://www.cheapnhlcapitalsjerseys.com/Lars-Eller/ , said that the "philosophy of the White House" had led to "major unbreachable topics in which Mexico is not ready to give in."

Speaking at a conference in Mexican Institute of Financial Executives, Kalach said the U.S. was seeking to reduce its trade deficit with Mexico and Canada, to make the NAFTA treaty expire every five years, and to increase rules of origin in the automotive sector, among others http://www.cheapnhlcapitalsjerseys.com/Jakub-Vrana/ , making the negotiations more difficult to reach agreement.

Kalach added that Washington's intention to modify NAFTA's mechanism for dispute resolution would also greatly impact Mexico.

He also said that, in the last 10 months, the Mexican delegation had led a "very aggressive campaign" of lobbying with U.S. government and business figures, including 250 meetings with 22 American governors.

"We have had to make up time in the last 10 months, in a very aggressive campaign http://www.cheapnhlcapitalsjerseys.com/Evgeny-Kuznetsov/ ," explained Kalach.

The fourth round of NAFTA talks concluded on Oct. 17 in Washington, with new challenges emerging, given the rejection of some of the U.S. proposals.

The fifth round will .
